Business Aviation News & Issues State of the Union to Impact GA Operations in Washington ADIZ The Federal Aviation Administration (FAA) has released FDC NOTAM 8/0828, placing major restrictions on regional GA operations during today's State of the Union Address. Restrictions include: prohibition of operations within the Washington, DC air defense identification zone (ADIZ) from 2000L (29/0100z) to 2300L (29/0400z), except aircraft on an active instrument flight rules (IFR) flight plan arriving and/or departing from Washington Dulles International Airport (IAD) or Baltimore/Washington International Thurgood Marshall Airport (BWI); prohibition of operations within the Washington, DC flight restricted zone (FRZ) from 2000L (29/0100z) to 2300L (29/0400z). Access to Ronald Reagan Washington National Airport (DCA) will not be permitted between the hours of 2000L (29/0100z) and 2300L (29/0400z); flight waivers to operate within the FRZ are suspended, with the exception of those beginning with ELO, GOV and SPO; provisions of FDC NOTAM 7/0211 (Maryland 3 airports) are temporarily suspended for the duration of the NOTAM. NOTAMs for Super Bowl in Glendale, AZ Anticipating an increased demand for both commercial and general aviation operations in conjunction with Super Bowl XLII, the FAA has released the temporary flight restriction (TFR) NOTAMs for the event, which will take place on February 3 in Glendale, AZ. While there will not be a special traffic management program (STMP) put into place, users can expect to see some form of traffic management initiatives into the Phoenix area. Learn more at: http://web.nbaa.org/public/ops/superbowl.php Record Numbers of Schedulers Expected in Savannah This Week The NBAA 19th Annual Schedulers & Dispatchers (S&D) Conference will kick off in Savannah, GA, this week with a keynote address by inspirational speaker Tom Whittaker, author of Higher Purpose and the first disabled person to summit Mt. Everest. As business aviation's premier event specifically catering to schedulers and dispatchers, this four-day event has already sold out of exhibit space with 391 Exhibitors, breaking last year's record of 351. Attendance at the 2007 S&D Conference was the highest to date, with more than 2,400 registered Attendees, and comparable numbers are expected this week. Learn more about this week's highlights at: http://web.nbaa.org/public/news/pr/2008/20080128-006.php Changes in UK Immigration Procedures for Business Aircraft Operators The British government recently directed its Border & Immigration Agency (BIA) to tighten customs procedures for all means of transport into and out of the country. As a result of this directive, the inbound pre-clearance facilities at Luton (EGGW), London City (EGLC), Exeter (EGTE) and Stansted (EGSS) airports, which are used frequently by business aircraft operators, were removed. The International Business Aviation Council and British Business and General Aviation Association have been working with the BIA to postpone the removal of these facilities and develop an acceptable solution to satisfy the requirements of the Advanced Passenger Information (API) Program. Transition Date for NEF Program Extended to Apr. 30 The recently developed Nonessential Equipment and Furnishings (NEF) Program effective date has been extended to April 30. Passenger convenience items that were once listed in a minimum equipment list (MEL) on the basis of Policy Letter 33 will be superseded by the NEF Program, which was introduced in Policy Letter 116. Operators using an MEL for discrepancies deferral management will need to be in compliance with this program. At EBACE2008, the European regulators and government officials who make decisions that directly affect business aviation operations in Europe and around the world will meet face to face with the companies using aviation to facilitate their business. This 2nd Annual Safety Standdown Europe, produced in partnership with Bombardier, NBAA and the European Business Aviation Association, and offered free of charge to registered Attendees, will focus on the philosophy of knowledge-based training and personal discipline. For additional information and to register, visit: http://www.safetystanddown.com Attend IS-BAO Workshop While at ABACE in Hong Kong The International Business Aviation Council (IBAC) will conduct a one-day workshop on the International Standard for Business Aircraft Operations (IS-BAO) on February 13 in Hong Kong, the day before NBAA's ABACE Forum. IS-BAO is a guidebook for best practices, developed by the industry for the benefit of the industry. Operators who have been working on IS-BAO implementation and have not finished the process, or who would like to learn more about IS-BAO, should consider attending the workshop, to be held at the Regal Airport Hotel, Hong Kong International Airport. The day-long event costs $400 for interested participants. Comply With All Restrictions New RNAV departure procedures were implemented at Salt Lake City International Airport (SLC) on January 17. The procedures are operationally successful; however, a number of pilots have failed to comply with published altitude restrictions as depicted on the graphic of the procedure. It's imperative that flightcrews comply with all published restrictions on the procedure unless otherwise cleared by ATC. Crews should pay particular attention to the "at" and "at or below" restrictions. NBAA encourages operators to conduct a thorough pre-departure briefing, as it is essential for successful execution of the standard instrument departure (SID). The luncheon beginning at 11:30 a.m. will feature Colorado Department of Transportation Director of Aeronautics Travis Vallin discussing the state of air traffic control and radar service in Colorado. A question-and-answer session will follow his presentation. Embraer Executive Jets will sponsor the luncheon. Scholarship Benefit for Arizona Aviation Students, Mar. 28- 29 Members of Arizona's business aviation community will convene in Scottsdale, AZ on March 28 and 29 for the 7th Annual Scholarship Benefit and Awards Dinner. Event proceeds will fund scholarships for worthy students pursuing careers in business aviation enrolled at an Arizona college or university. Since its inception in 2002, the Arizona Business Aviation Association (AZBAA) has awarded over 40 scholarships worth over $50,000 collectively. Future career interests of recipients have included business aviation operations, fixed base operator management, aviation law, airframe & powerplant mechanics and aviation safety. Plans are underway to honor the airport with a commemorative book created by the BFI Community Relations and Aviation Education Department, and staff members are asking the local aviation community to share written memories and photographs for inclusion in the book, "Memories of Boeing Field," which will celebrate the field's rich history. Boeing Field was established in 1928 and has since grown to be named one of the "100 Most Needed Airports" in the U.S. by the National Air Transportation Association. For more information, visit the NBAA2008 web site at: http://www.nbaa.org/2008 NBAA to Recognize 14 Individuals for Achievement in SPDP NBAA and its Schedulers & Dispatchers (S&D) Committee have announced 14 recipients who will receive plaques and certificates for their achievement in the NBAA Schedulers Professional Development Program (SPDP). Nine recipients completed six or more courses, and five recipients have completed more than 11 courses. SPDP Courses are classes conducted by NBAA-approved educational providers on topics tailored to business aviation schedulers and dispatchers. These SPDP recipients will be formally recognized on January 31 during the NBAA 19th Annual Schedulers & Dispatchers Conference, to be held from January 29 to February 1 in Savannah, GA. Sponsors ExxonMobil and the Avitats, Signature Flight Support, Universal Weather and Aviation Inc., Chevron Global Aviation, Atlantic Aviation, Air BP Aviation Services, Jeppesen DataPlan and Ac-U-Kwik each contributed $5,000 to the 2008 NBAA Schedulers & Dispatchers Scholarship. Additionally, as the recipient of the 2008 NBAA Shell Canada Schedulers & Dispatchers Scholarship, Canadian resident Julie Halbauer of R.C.M.P. Air Services will receive a total of $5,000. "Jack" Doswell Award. The Meritorious Service Award recognizes those individuals who have made significant, identifiable contributions that have materially advanced aviation interests, and the Doswell Award honors high standards for lifelong individual achievement on behalf and in support of the aims, goals and objectives of business aviation.
