Business Aviation News & Issues NBAA Commends Senate Committee Leaders for Agreement on FAA Funding Measure National Business Aviation Association (NBAA) President and CEO Ed Bolen today issued a statement regarding an agreement reached between the Senate Finance and Commerce Committees over funding for the Federal Aviation Administration (FAA) and modernization of the nation's aviation system. "NBAA has long been at the forefront of the effort to modernize the nation's aviation system, and we applaud Finance and Commerce Committee leaders for coming to an agreement that facilitates that effort. NBAA's Members appreciate the work Congress has done to adequately fund the FAA and modernize the system by building upon the proven and efficient fuel tax for general aviation. NBAA will continue to work with all members of Congress on this critical issue." To read the full press release, visit: http://web.nbaa.org/public/news/pr/2008/20080428-024.php Regional Forum in Las Vegas a Success The NBAA Regional Forum held last week on Henderson Executive Airport (HND) in Las Vegas, NV was a success, with nearly 800 Attendees and a sold-out exhibit floor. The event featured 58 indoor exhibits, 11 outdoor exhibits and 20 aircraft on static display. NBAA Regional Forums are one-day learning and networking events for the regional business aviation community and local business leaders interested in learning more about business aviation. For more information, visit: http://web.nbaa.org/public/cs/forums/20080626 DCA Now Has Additional Gateway Airport in Minnesota The Transportation Security Administration (TSA) has named St. Paul Downtown Airport-Holman Field (STP) in St. Paul, MN the newest gateway airport for Ronald Reagan Washington National Airport (DCA). The designation allows certain pre-cleared general aviation (GA) operations, including business aircraft, charter flights and on-demand operations, to fly directly from STP to DCA. Signature Flight Support is the approved fixed base operator for this location. Currently, the TSA allows GA flights that meet criteria of the DCA Access Standard Security Program to land at DCA. Aircraft must arrive from one of 22 gateway airports, including STP and Minneapolis-St. Paul International (MSP), after flightcrews have been vetted and passengers screened. For more information, visit: http://web.nbaa.org/public/ops/security/dassp NBAA and Flight Safety Foundation Will Co-Host CASS This Week NBAA and Flight Safety Foundation (FSF) will partner for the upcoming 53rd Annual Corporate Aviation Safety Seminar (CASS) this week from April 29 to May 1 at the Innisbrook Resort and Golf Club in Palm Harbor, FL. More than 300 business aviation operators and users will meet with leaders of industry, government officials and university researchers to review current business aviation safety issues. Agenda highlights include sessions on flight safety and enhanced awareness for aircrews; reducing in-flight smoke, fire and fumes; threat and error management; how to implement a safety management system; and more. Last week, the FAA issued a cease-and-desist order directing the City of Santa Monica to suspend its ban by the close of business today. The city has yet to respond to the order, and the FAA appears prepared to enforce its directive – a hearing on the matter is listed in the docket for the issues to be considered today by California's Central District Court. In spite of this development, operators should consider the ban in effect until withdrawn, and those using Category C and D aircraft at the airport while the ban is in effect could be subject to substantial fines. For more information, visit: http://www.nbaa.org/airports GBAA to Hold Annual Meeting This Friday The Georgia Business Aviation Association (GBAA) will hold its annual meeting and fundraiser on Friday, May 2 at the Marriott Stone Mountain Evergreen Resort. As in the past, a portion of the proceeds from this event will go to the GBAA scholarship program. The association currently is offering various scholarships to students and aviation professionals. College and technical school scholarships are available to graduates of Georgia high schools pursuing a career as an aviation management professional, aviation maintenance technician or professional pilot. The event, open to both members and non-members of the WAA, showcases the value of local airports and the local aviation community's support for education, safety, security and the environment. Former astronaut and Aviation Week President Tom Henricks will be the featured speaker and, with Bruce Whitman, president and CEO of FlightSafety International, will present the Donald D. Arizona Group Will Host 1st Annual Safety Day Next Month The Arizona Business Aviation Association (AZBAA) will host its 1st Annual Safety Day on Tuesday, May 13, when NBAA Vice President of Safety & Security Doug Carr will outline the Association's safety initiatives. The event also will feature Catherine Fish, national accident prevention counselor, who will discuss decision-making and human factors; Richard Komarniski of Grey Owl, who will address maintenance and safety management systems; and Timothy McCulloch of Baird Williams & Greer LLP, who will review safety risks and regulatory issues. Southern Colorado Regional Group to Feature EFB Presentation on May 21 Jeppesen – a digital aggregator of data and content for the aviation industry – will send two representatives, Mark Ruger and Chai Navanich, to address the current state of electronic charting and electronic flight bags (EFBs) at the Southern Colorado Business Aviation Luncheon in Colorado Springs, CO. Navanich has extensive experience developing integrated software applications for avionics systems used in multiple aircraft, including the recently certified Pilatus PC-12. Additional sessions will cover Internal Revenue Service "hobby loss" rules to provide information on how to preserve tax deductions for aircraft involved in small or start-up businesses, federal aviation regulations and taxes, state aviation taxes, fuel excise taxes and the various non-business uses of general aviation aircraft. The theme for this year's event is "Going Global, New Challenges for Today's Flight Attendants." Keynote speaker Terri Morrison, author of several books on cultural issues involved in doing business in different countries, will offer guidelines for successfully serving international travelers.
