NEF Program Effective April 30, 2008
January 10, 2008
The recently developed Nonessential Equipment and Furnishings (NEF) Program effective date has been extended to April 30, 2008. Passenger convenience items that were once listed in a minimum equipment list (MEL) on the basis of Policy Letter 33 will be superseded by the NEF Program which was introduced in Policy Letter 116. Operators using an MEL for discrepancies deferral management will need to be in compliance with this program, for which NBAA has created a NEF web page to assist you. Applications Now Available for Maintenance TRACS Scholarship
August 31, 2007
Applications are now available online for NBAA's Maintenance Technical Reward and Career Scholarship (Maintenance TRACS). The scholarship, managed by the NBAA Maintenance Committee, offers current and aspiring maintenance technicians the opportunity to receive initial technician training courses for several aircraft models. Maintenance TRACS also provides scholarship courses for aircraft, engines avionics and professional development. The deadline for applications is February 15, 2008. Scholarship recipients will be announced at the 2008 NBAA Maintenance Management Conference to be held April 15 to 17 in Daytona Beach, FL. Learn more and apply.

NBAA's Small Aircraft Exemption
Exemption 7897, known as NBAA’s Small Aircraft Exemption, is valid for the two-year period from September 30, 2006, to September 30, 2008. In this extension, NBAA is granted an exemption by the FAA from 14 CFR 91.409(e) and 91.501(a) to permit NBAA Members to operate small civil airplanes and helicopters of U.S. registry under the operating rules of 14 CFR 91.503 through 91.535 and to select an inspection program as described in 14 CFR 91.409(f).

NBAA Part 91 RVSM Operational and Maintenance Templates
Visit NBAA's RVSM web page for information about domestic and international Reduced Vertical Separation Minima (RVSM). That page also contains Part 91 operational and maintenance templates to assist operators in developing an RVSM manual for FAA approval and letter of operational authorization (LOA).

Emergency Locator Transmitter Requirements
All U.S. registered civil airplanes having a maximum payload of less than 18,000 pounds, including turbojet-powered aircraft, are required to install an emergency locator transmitter (ELT). Exceptions to this requirement can be found in 14 CFR, Part 91.207. Additionally, to comply with ICAO Standards and Recommended Practices, operators must have an ELT that transmits on 121.5 and 406 MHz when operating in oceanic airspace and any designated remote areas.

Guidelines for Business Aviation Maintenance Training
The NBAA Guidelines for Business Aviation Maintenance Training were created by the NBAA Maintenance Committee to give business aircraft manufacturers and training providers a clear understanding of NBAA Member Company needs and expectations regarding the training of maintenance personnel.
